AVON, CT: Magellan Health Services hired David Carter as SVP of marketing and communications, effective August 30. Carter, most recently VP of corporate communications at Aetna, will lead internal and external communications, PR, corporate brand management, and community relations. He will report to Rene Lerer, chairman and CEO of Magellan.
