SAN FRANCISCO: Larry Kamer, formerly head of GCI Group's public

affairs practice, has launched his own firm, Kamer Consulting Group. The

initial staff of about 10 will focus on public affairs and crisis

communications. Kamer plans to expand to New York and Washington, DC by

the end of 2002.
