LOUISVILLE: Res-Care, a provider of services for people with disabilities and at-risk youths, has named Nel Taylor vice president of communications. She will oversee all internal and external communications.Taylor, a 20-year media and communications veteran, previously was an investigative reporter at a Louisville TV station.
